  Motion (by Senator Jones, on behalf of Senator Aulich) agreed to:

  That the following matter be referred to the Standing Committee on Employment, Education and Training for inquiry and report on or before the last day of sitting in March 1994:

The organisation and funding of research in the higher education sector, with particular regard to the following issues:

1.Changes in the pattern of research activity across the higher education sector with the advent of the Unified National System, the present state of research infrastructure (including libraries, communications networks) and any relevant proposals contained in the forthcoming report on university infrastructure by the National Board of Employment, Education and Training.

2.The concentration of university research effort in designated centres of excellence vis a vis the maintenance of a plurality of research operations, and the adequacy of existing initiatives for the establishment of links between the higher education institutions and industry.

3.The balance between different types of research, including `basic' and `applied' research, and `humanities' and `science' research, and the corresponding allocation of research funding and infrastructure support to each.

4.The efficiency and effectiveness of the Australian Research Council's processes and practices in the funding of research, and the relationship of the Council to both government and higher education institutions.
