Senator McMULLAN (Minister for the Arts and Administrative Services) (5.48 p.m.) —I can say only two things. First, it does not have anything to do with this Bill. I will come back to why we have made these changes in a moment. Secondly, I do not know why the reference has been made. I did not even know it had been made until Senator Harradine raised the question, so I certainly do not know the underlying rationale, but it is not related to anything that is going on here.

  People can argue about whether this is a good list, whether the right people are on the list and whether tax deductibility is based on the right philosophical assumptions. That is a worthwhile debate. But all we are doing here is more accurately and more comprehensively rewriting the existing provisions in a way that is more accessible to people so that they can read it and understand it and so that it is presented in a more coherent fashion. That is all we are doing here.
