Senator HARRADINE (4.57 p.m.) —Is the question that the amendments be agreed to, or are we going to take the Bill as a whole?

The CHAIRMAN —We have decided to take the Bill as a whole. The question now before us is that the two amendments be agreed to. Do you wish to speak to some other part of the Bill?

Senator HARRADINE —I do.

The CHAIRMAN —In that case I might dispose of these Government amendments, then you can speak to any part of the Bill that you wish, unless you wish to speak to the two amendments as well.

Senator HARRADINE —I think they were distributed in the chamber but I have not focused on them. Therefore, I am not in a position to speak on them, nor indeed to vote on them. Could the Minister perhaps very briefly outline what they are about? I have them now.
