Senator REYNOLDS —I give notice that, on the next day of sitting, I shall move:

  That the Senate—

  (a)notes that chemical weapons are hideous instruments of warfare and mass destruction which have caused unimaginable suffering to soldiers and civilians alike;

  (b)calls for the complete elimination of chemical weapons from the earth;

  (c)welcomes the Chemical Weapons Convention as an historic human achievement, which outlaws the existence, development, production, retention, transfer and use of an entire category of weapons of mass destruction and provides the most comprehensive multilateral system of verification ever undertaken;

  (d)congratulates the Australian Government and the Minister for Foreign Affairs (Senator Evans) for their significant contribution in expediting the finalisation of the Chemical Weapons Convention, enabling it to be signed in Paris in January 1993;

  (e)urges the Australian Government to ratify the convention as soon as possible and to use its diplomatic efforts to ensure all other countries in our region sign and ratify the convention; and

  (f)pledges to work:

    (i)for the full and proper implementation of the convention by the Government and industry, and

    (ii)for adequate financial backing by the Government to enable the Organisation for the Prohibition of Chemical Weapons to carry out its designated functions to deter violations and promote compliance with the convention.
