Senator COULTER —I give notice that, on the next day of sitting, I shall move:

  That the Senate—

  (a)notes that:

    (i)in his December 1992 Environment Statement and in his election statement entitled `Maintaining our Natural Environment', the Prime Minister (Mr Keating) promised to pursue Australia's international and national commitment to protect the natural environment by ratifying the Convention on Biodiversity early in 1993, following consultations with the States and territories,

    (ii)the convention has not yet been ratified by Australia, and

    (iii)late May cannot be considered early 1993;

  (b)condemns the Government for its failure to act promptly on this matter; and

  (c)urges the Government to ratify the convention without further delay.
