Senator CRANE (11.33 p.m.) —I refer to a series of questions that I asked on promotions of awards during the estimates committee hearing. I have received answers to a number of those questions, most of which I understand quite clearly but one or two of which confused me somewhat. The question I was asking at that time related to the expenditure of $1 million for advertising. The answer which came back on that matter was that when the campaign was planned in January 1993 the sum of $750,000 was allocated to be spent on print advertising. The answer went on to say—and this is the part that confused me—that, although no final placement schedule has been decided, advertisements would have appeared in almost all newspapers of each State, including the ethnic press. I got the impression at the estimates committee hearing that this campaign had been carried out and that there had been a positive response to it. The terminology used in that answer indicates to me that the campaign has not been carried out as yet. Could I be advised as to whether the whole campaign or just a portion of it has been carried out and how much of the $1 million allocation has been spent at this time?
