Senator PATTERSON (9.27 p.m.) —Is the Minister not prepared to ask Minister Howe whether that was what he believed to be the arrangement when the institute undertook to initiate the living standards survey? If the Minister is not prepared to give that undertaking, can she explain what the Government will do about some of the problems associated with the fact that the institute undertook that survey on the belief that it was to get full funding for it?

  A lot of the institute's programs are now being jeopardised—interstate seminars and the publishing of research results. In fact, on a visit to the institute, I discovered that it has stopped buying a number of journals so that its series of journals is now not up to date. Its major library, which is used and relied upon by many people doing research in the area of family studies—and I thought the Minister would be interested in this, given her portfolio—will be depleted and less effective because of the hiatus in its purchasing, especially of journals, as a result of the institute's budgetary problems resulting from the fact that it undertook this living standards survey on the understanding that it would be fully funded.
