Senator IAN MACDONALD (8.40 p.m.) —I see that the Minister is asking the public servants. I was asking her about an ALP policy matter related to these estimates. The document that I have in front of me states:

From April this year retirees who receive as little as one dollar per week in pension will also be eligible for the full range of Commonwealth and State provided fringe benefits for services such as hearing aids, electricity—

and the one I am interested in—

rates and transport.

I am reading from the ALP policy document, Policies for Older Australians. I ask the Minister to confirm whether the Government promised retirees and part pensioners that from April 1993 they would have a discount on their rates. Did the Government make that promise? I do not know that the Minister will get the answer from public servants; it was the Government's policy.
