Senator TIERNEY (12.03 p.m) —I thank the Minister for that answer. I note that even though there was a compressed period this time there were fewer matters requiring additional expenditure. I also point out to the Minister that all other departments in Estimates Committee B have been operating under exactly the same conditions, including the Department of Defence and the Department of Veterans' Affairs, and they have managed to get their programs in on time.

  I make the fairly obvious point that DEET seems to report at X minus one; whatever the date is that the appropriations come before the committee of the whole, the answers seem to reach the department only a day or so before. It does not allow proper scrutiny by the chamber. I acknowledge that the Minister is going to follow this matter up and take a close interest in it—and I thank him for that—but I make that comparison between DEET and the performance of other departments leading up to the committee of the whole.
