Senator COLLINS (Minister for Transport and Communications) (9.33 p.m.) —When we adjourned the debate I was speaking about Senator Alston's desire not to worry about the policy issues or to think about them. I was talking about the latest edition of the journal Quadrant, which contains a number of learned articles by former and current conservative politicians, including Dr Kemp, about why the Liberal Party lost the last election. The one that attracted me was C.D. Kemp's article, on page 15. This was his advice to the Liberal Party:

Take John Hyde's advice and read some heroic poetry to seek inspiration and vision and leave the details of policy to be settled later.

  Question resolved in the affirmative.

  Bill read a second time.

  The Bill.
