Senator BELL (4.11 a.m.) —by leave—Without celebration at all, I move:

1. Clause 3, page 2, at end of subclause (3), add the following definitions:

"`precautionary principle' means the adoption of an anticipatory and cautious approach to policy development and decision making.

"`Principles of ecologically sustainable development' means:

  (a)to enhance individual and community well-being and welfare by following a path of economic development that safeguards the welfare of future generations to provide for equity within and between generations (that is, intragenerational and intergenerational equity);

  (b)to protect biological diversity;

  (c)to maintain ecological processes and systems; and

  (d)to give effect to the precautionary principle.

2. Clause 6, page 2, after paragraph (a), insert the following paragraph:

  "(aa) by adding at the end of paragraph (a):

  `, consistent with the principles of ecologically sustainable development';".

3.Clause 6, page 2, paragraph (d), proposed paragraph 9(1), lines 34 to 36, omit the paragraph, substitute the following paragraph:

  "(1)to introduce uniform national procedures for the control of the use of agricultural and veterinary chemical products;".

4.Clause 7, page 3, lines 1 and 2, omit the clause, substitute the following clause:


  "7.  Section 10 of the Principal Act is amended by omitting `Council' and substituting `NRA'.".

The effect of the amendment is to try to achieve what we failed to achieve in a previous Bill, and that was to invite the Government to include in primary legislation the definition of ecologically sustainable development. It is in precisely the same terms as has been previously moved and I think the argument is exactly the same.
