Senator HARRADINE (11.18 p.m.) —The date today is 17 December. This clearly is retrospective. It operates from 1 December.

Senator Tate —Nobody has arrived, Senator.

Senator HARRADINE —If nobody has arrived, why does not the Government make it from today? Thus we would not be voting for retrospective legislation. As it is at the present moment, it is retrospective legislation. To Senator Tate's knowledge, nobody has arrived thus far. But who knows? There may indeed have been some people arrive. I am asking the Minister: on the face of it, is it not retrospective legislation?
