Senator ARCHER —I give notice that, on the next day of sitting, I shall move:

  That the Senate—

  (a)reflects on what has been, without doubt, the worst-operated session of the Senate since 1975;

  (b)deplores the effects that erratic and ill-planned or unplanned operations have on the welfare and efficiency of Parliament House staff and Senators;

  (c)recognises the stupid and unnecessary attack on basic health which has resulted from the sheer incompetence of those planning and arranging the Senate programs;

  (d)notes that year after year the business of the Senate becomes more and more compressed into the end of the sittings, to the detriment of the adequate scrutiny and debate of such business, especially during early morning hours; and

  (e)asks who else in Australia would subject employees and others to such occupational health hazards as the staff of Parliament House have been subjected to during these past 7 weeks.
