Senator PATTERSON (9.15 p.m.) —I have to say something about Senator Lees's comments. In fact, the situation last night was entirely different. They were not elected representatives; they were people appointed to a committee making a decision about guidelines with respect to human embryo experimentation.

  It is quite a different situation from having elected representatives making a decision about an agreement; a Federal government and a State government agreeing to vary the agreement. It is quite a different situation and I do not think I am being inconsistent.

  That the amendment (Senator Patterson's) be agreed to.
