Senator LEES (Deputy Leader of the Australian Democrats) (8.11 p.m.) —I note that basically what Senator Patterson is doing is untying the strings and ending up with a situation where there are no real undertakings and almost no need for the agreement. It seems to me that as we are one nation we should have, as much as possible, a standardised, adequate health service across all States. I am particularly concerned about the removal of the need for a mental health incentives package, which is a quite reasonable proposal. We are dealing with some very large sums of money and I am sure that taxpayers in all States would want to see such services ensured. Therefore, we will not support the amendment.
