Senator COLSTON —I direct my question to the Minister representing the Minister for Land Transport and Shipping Support. Has the Minister's attention been drawn to a statement by the President of the Queensland Local Government Association, Mr Jim Pennell, who claims that the majority of the Budget surplus of $9.1 billion is comprised of funds derived through fuel excise duty? Is Mr Pennell's assertion correct that the Budget surplus has been derived through fuel excise duty, that the increase in road funding is only 2 per cent in real terms, and that the condition of Australian roads will continue to decline due to Federal Government neglect?


Senator GARETH EVANS —This is the second dorothy in a row for which we have not had an answer for Senator Colston. I will give him yesterday's answer now if he likes. I will have to take that question on notice; I do not have a brief in relation to it.
