Senator COULTER(9.27) —Senator Peter Baume has eloquently expressed the philosophy which I believe should underlie these particular clauses. The Australian Democrats will accept those changes because they reverse the role and preserve an adequate input from the Minister. It is appropriate that several of the things mentioned should be after consultation with the Minister. But clearly the Commission is the body that should have the primary decision making function. We accept the primacy of that role and we accept also that it gives effect to what the Government has stated in its intention: namely, to give greater facility for Aboriginal self-management and self-determination. Therefore we will support the amendment moved by the Opposition.
