Senator McKIERNAN —I give notice that, on the next day of sitting, I shall move:

That the Senate-

(a) notes that British troops were first sent to Northern Ireland as a peace-keeping force on 14 August 1969, 20 years ago;

(b) notes that since that time some 3000 people have been killed and many thousands of others have been injured;

(c) understands that the peace-keeping role of the armed forces has not been realised;

(d) urges support for the proposition that a phased withdrawal of British troops, together with negotiations between the parties involved, be adopted; and

(e) accepts that such a withdrawal cannot be realised overnight and that it would be achieved earlier if those organisations engaging in violent activities were to lay down their arms.
