Senator COOK (Minister for Resources)(8.14) —That, in the strict limits in which the honourable senator has defined it, is a true interpretation. But I should add that the Government proposes here to change the 35-day liability provision and to see that all 65-year-olds would be eligible under the new provisions, and that the entitlement is expanded to include supplementary benefits as well. The Government wants to change the character of entitlement and the eligibility for entitlement. Because of that, it deems it appropriate to take some money out of the public purse and put it in these funds to make the connection in the transition phase as a one-off provision.
