Senator COOK (Minister for Resources)(1.44) —Senator Austin Lewis has accurately described the content of the Primary Industries and Energy Legislation Amendment Bill (No. 2) 1988. He has given the Senate a lucid exposition of the background from which the Bill arises. He has made a few political observations about deregulation of the waterfront which we do not endorse, but he has indicated support for the legislation, and that suggests that with coalition support, the Government of course initiating support, this legislation will pass. I wish it a speedy passage, too, and merely note for the record that the Australian Democrats have not sought to speak or appear in this debate.

Question resolved in the affirmative.

Bill read a second time, and passed through its remaining stages without amendment or debate.
