Senator COULTER(9.32) —We have some slight difficulty with the words `approves a report' in the Opposition's proposed amendment. Normally reports are not necessarily approved but are received and, after debate, may or may not be approved. That is the reason for changing the wording to `debate on the report'. Clearly, the report may contain material which the Senate may accept or accept in part. Presumably from that debate there will be some indication of what the Senate believes is acceptable with respect to clauses 3f, 3g and 3h of the Community Services and Health Legislation Amendment Bill. I move:

Proposed new subclause 2 (10), leave out the proposed new subclause, insert the following subclause:

``(10) The day fixed by Proclamation for the commencement of section 10 shall be a day not earlier than the day immediately after the day on which the Senate, by resolution, having concluded debate on the report of the Senate Select Committee on Health Legislation and Health Insurance on section 10 of this Act, approves proposed new sections 3f, 3g and 3h of the Health Insurance Act 1973 as contained in section 10 of this Act.''.

We believe this amendment more accurately reflects the way in which this matter will be dealt with once the proposed Committee on Health Legislation and Health Insurance has reported.
