Senator WALSH (Minister for Finance)(11.21) —I am advised by the public servants that this was the recommendation of the Treasurer. The public servants are not inside the Treasurer's mind and cannot divine his reasons. I cannot undertake to give any explanation. For a start, I do not know any reasons behind it and, secondly, I do not accept the implied assertion that the Treasurer is obliged to spell out all the reasons that cause him to come to particular conclusions about anything at all. I cannot guarantee to provide an explanation. The Treasurer is still out of the country, and will be until next Monday, I think. If time permits I will ask the Treasurer if he cares to make a statement on this matter.
