Senator MacGIBBON(1.49) —Thank you. I just felt that, given the whole nature of the Bill, which is to enforce standards, the clause should have had a firmer direction. Over the page, under `nonstandard vehicles not to be used by manufacturers', paragraph 15 (1) (b) states that a corporation that manufactured a new vehicle that does not have a compliance plate `must not knowingly or recklessly use the vehicle in transport in Australia'. Could I have a definition of what `in transport' means? Does it mean that it is okay if someone uses the vehicle for personal use or does it actually prohibit any use of the vehicle at all? In other words, it is one thing to sell the vehicle, but is one permitted to use the vehicle for one's own purposes?
