Senator BOLKUS (Minister for Consumer Affairs)(9.28) —I could probably repeat all the arguments that were used with respect to amendment No. 34, where the same concept was proposed by Senator Alston. We do not see this proposal as being workable and practical. We have given a commitment to monitor Austel's operations. We also mentioned with respect to amendment No. 34 that there would be an appeal structure to ensure that when persons apply to Austel, their applications will be treated fairly, promptly and in the interests of natural justice. Accordingly, we think amendments Nos 51, 52 and 53, should not be supported.
