Senator ALSTON(6.26) —I move:

(26) Page 21, subclause 68 (1), line 4, leave out ``functions under sections 19, 20, 21 and 22'', insert ``functions under sections 18, 19, 20, 21, 22 and 23''.

Amendment No. 26 would include proposed sections 18 and 23 in clause 68. It refers to directions that Austel might give to the carriers in relation to the supply of reserved services. We believe that the clause omits Austel's ability to give general directions under clause 18 and that it should allow Austel to give those directions as to its general functions. We also believe that it should have the ability to give directions to the carriers in relation to technical regulations. If it is able to do that, it will be able to ensure that the scheme of the legislation is complied with by the carriers. As it is presently worded, the clause is selective and, therefore, defective.
