Senator BOLKUS (Minister for Consumer Affairs)(6.09) —The Government once again opposes this particular amendment on the grounds of its being unnecessary. There are provisions already within the Bill to allow for assignation of the rights that Senator Alston is concerned about. I do not think that adding this particular clause adds anything further. If Senator Alston is concerned about whether the carrier can in fact assign some of these exclusive rights, the short answer is that there is nothing in the Bill that prevents it from doing that.
