Senator ALSTON(6.09) —by leave-I move:

(17) Page 14, subclause 43 (1), line 17, after ``subsection (3)'', insert ``and (5)''.

(18) Page 14, after subclause 43 (4), add the following new subclause:

``(5) A carrier may arrange for another person to supply, install or maintain equipment, lines and other facilities that are connected to, and within the boundaries of, a telecommunications network operated by the carrier.''.

Amendment No. 17 is a machinery provision. The substantive amendment is to insert a new clause 43 (5) which would provide that:

A carrier may arrange for another person to supply, install or maintain equipment, lines and other facilities that are connected to, and within the boundaries of, a telecommunications network operated by the carrier.

The effect of that would be to enable Telecom to contract out without needing the approval of Austel and to limit Telecom's exclusive right to supply, install and maintain telecommunications facilities. We do not see why Telecom should have any God given right to provide those services especially if they can be delivered at a lower cost by private contractors. We would therefore like a specific provision to that effect.
