Senator BOLKUS (Minister for Consumer Affairs)(6.03) —In brief: we on the Government side understand the intention of Senator Alston's amendment. However we feel it is unnecessary. In essence what we have under clause 39 is the facilitation of the continuation of the network. The services to be provided, however, are governed by other parts of the Bill. We do not see-not only because of this particular Bill but also because of other legislation, for instance, the Radio Communications Act 1983-that the carriers will be allowed to introduce pay television. As a consequence we think that the proposed amendment is not necessary.
