Senator BOLKUS (Minister for Consumer Affairs)(5.54) —The Government opposes this amendment as well. In the Bill we are continuing existing arrangements which permit State and Territory railway or transport authorities to operate in specific ways. As a consequence, we feel that this particular operation should continue in this manner. The other fear we have is that, by the general ambit of what Senator Alston is proposing, we may very well finish up with a provision that allows State or Territory governments to set up as alternative carriers. So it has that particular problem associated with it. But the policy position of the Government is that we believe that existing arrangements should be allowed to continue. This particular clause, as proposed, allows that.
