Senator GARETH EVANS (Minister for Foreign Affairs and Trade)(12.43) —We want it to be a genuine review of the pros and cons of the first phone monopoly. One does not do that if one sets a restriction which makes it absolutely certain that it will be phased out or removed from that date. It is the intention of the Government to approach this with a totally open mind about how the issue should be handled. But until that time, we will not foreclose the outcome of the review process which would be involved in any language which was more absolute than that to which I have referred.
