Senator GARETH EVANS (Minister for Foreign Affairs and Trade)(12.20) —These amendments are totally unacceptable to the Government. The Opposition seeks here to remove from the Bill quite a basic tenet of the Government's policy decisions, that the shared use and resale of capacity over private networks should continue to be restricted. To allow unrestricted shared use or resale would permit the operation of competing common carriers in the Australian telecommunications industry and require a massive upheaval in Telecom's tariffs for leased lines, not to mention the damage that would be done to Telecom's ability to fund its community service obligations through the cross-subsidy. These are all familiar propositions that have been the subject of long debate. I think it would be tedious repetition for me to track through them again. These amendments raise the issues squarely, and they are unacceptable.
