Senator ALSTON(9.47) —I want to be quite clear on this. I think we all acknowledge that this is a social charter, that it goes to the heart of Telecom's community service obligations. It is therefore the symbol of the Bill, it is the justification for the monopoly. Yet the Minister is not able to indicate why it has been thought necessary to change those hallowed words, which presumably have underpinned Telecom's CSOs since 1975. If it is not for some malevolent reason, can we be told why it is necessary? If there is not any good reason, why can we not go back to what we had before?
