Senator ALSTON(9.45) —If I understand the Minister correctly, he is saying that the Government is opposed to these amendments because Austel will be there at the end of the day to ensure that Telecom measures up to the mark. But I have not heard him indicate why it is has been thought necessary to change `available' to `readily accessible'. No doubt if one accepts the bona fides of the Government and the vigilance of Austel, Telecom will be held up to the mark. But why should a provision, which on its face is relaxation of Telecom's community service obligations, be included if the Minister is really saying that Telecom will be obliged to maintain the same level of universal service that has operated in the past?
