Senator ALSTON(9.33) —Could the Minister explain whether clause 16 (2) (a) is limited in any manner whatsoever? Certainly, by the use of the term `incidental' one can imagine that somehow those additional activities have to be, in some manner, related to its principal or secondary activities. I ask the Minister whether, on the face of it, that expression allows Telecom to engage in any commercial activities whatsoever, if necessary, totally unrelated to the telecommunications business. The provision that, by the use of resources that are not immediately required in carrying out Telecom's principal or subsidiary function it may carry on any business or activity that is capable of being conveniently carried on, surely means it can do whatever it wants to do.
