Senator ROBERT RAY (Minister for Immigration, Local Government and Ethnic Affairs)(9.53) —Amendment No. 42 removes the advantage of the provision which allows but does not compel decision-makers to consider only the lodged applications and not to consider matters raised in other materials. Amendment No. 43 would remove this provision which is designed to promote efficiency and quick decision-making. Applicants will put all their claims on the approved forms. Decision-makers will have to look nowhere else but to the approved form for all the facts and arguments. This will remove a major cause of delay. Decision-makers will not have to go beyond the approved form application. We argue very strongly that this will work to the applicant's advantage, not to his disadvantage.
