Senator ROBERT RAY (Minister for Immigration, Local Government and Ethnic Affairs)(9.51) —I very much oppose amendment No. 40 because I think it injects a very unwarranted rigidity and inflexibility. There is no real need for forms to be made in regulations. They do change a lot. I really do think that is impossible. Senator Jenkins moved amendment No. 41 which is to table delegation to non-senior executive service officers within three days. I would argue very strongly that not only is this pointless but the number of delegations is large. It would be added to so frequently that there would be really too many delegations tabled and we would never be able to follow them. I have enough trouble following them when I sign them. I oppose that amendment as well.
