Senator ROBERT RAY (Minister for Immigration, Local Government and Ethnic Affairs)(8.08) —I will say this only once throughout the debate on the Australian Democrats' amendments: one of the great problems I have with them-and I must say that I have looked at them only this afternoon-is that they tend to be almost a package within themselves. It takes us 180 degrees away from where the Migration Legislation Amendment Bill is heading. To adopt any one of them does not necessarily fit in with the previous package. But I will go to each clause as it is raised.

I have two problems with the amendment. Firstly, it would defeat any capping of entry permit because it would permit illegal entrants a period of amnesty from deportation. Secondly, it would also allow a very well funded illegal entrant to buy an unlimited amnesty while every recourse is pursued. For those two reasons, I cannot support the amendment.
