Senator ROBERT RAY (Minister for Immigration, Local Government and Ethnic Affairs)(6.29) —I have noted Senator Teague's remarks. If necessary I can do that by way of ministerial directive. It has occurred to me that one reason why we should not make it `shall' is if in fact people are using interpreters as a backdoor way of advocacy, it may well be determined not to proceed along those lines. I will draw the debate here to the attention of the Tribunal and, if necessary, if I find it is not working, a ministerial directive to the Tribunal can suffice.
