Senator TEAGUE(6.16) —With respect to this question, I acknowledge the three sound reasons that the Minister for Immigration, Local Government and Ethnic Affairs (Senator Robert Ray) has given. I also support the remarks of my colleague Senator Alston. I have general sympathy with Senator Jenkins's remarks, but I am not convinced that the Democrat amendment is in the best interests of the purposes of this Bill or of the Tribunal. Finally, I welcome the Minister's foreshadowed amendment to use the word `shall' instead of the word `may', which I will be most happy to support.
