Senator ROBERT RAY (Minister for Immigration, Local Government and Ethnic Affairs)(6.11) —There was no conscious decision to put either `may' or `shall' in the legislation. The clause was taken directly from the legislation covering the Social Security Appeals Tribunal. That was the way in which this matter was expressed in that legislation. I must say that in the circumstances I would interpret it basically as meaning `shall' and I say that for interpretation of these debates.
