Senator BISHOP(8.51) —Yes, one of them will be the winner but Senator Richardson did not deal with the rest of the question, that is, that it is then open to IBM to make the case that they do not fit with the contract and their scheme for one reason or another. The example I gave was that they did not fit under its architecture. What I am suggesting-and we established it earlier when Senator Watson asked a question and Senator Richardson went on to read the list of exemptions-is that it would seem that the reality as distinct from the rhetoric is that, if IBM is in a position to supply the software, the likelihood of anybody else getting the job is close to zero.
