Senator RICHARDSON (Minister for the Arts, Sport, the Environment, Tourism and Territories)(5.56) —Perhaps I should go through the factors that are to be taken into account on the whole question of Desine. That will give Senator Newman an idea of what is happening. They are: commonality with equipment in service; technical capabilities; degree of confidence in assessments, particularly in regard to risk; Australia, New Zealand content; training implications; completeness of documentation; supplier's support through life of type; manpower needs-I hope that means personnel needs; facilities required; costs; and expenditure phasing required.
