Senator BOLKUS (Minister for Consumer Affairs)(11.30) —Senator Hill is right; we have had some discussions on this and a proposal was drafted for the consideration of the Joint Standing Committee, which proposal has been amended to accommodate another part of it. I have a copy of that now. My understanding was that Senator Hill, rather than the Government, would move it this morning. That is where the confusion has arisen.

Basically, the proposal is to allow companies to trace beneficial ownership, but to do so they would have to pay a prescribed fee. I understand that Senator Hill will now move the amendment.

The CHAIRMAN —You will have to describe clearly what the amendment is, Senator Hill. I am not clear at all.
