Senator HILL(11.21) —That becomes critically important. For how long will the Government not proclaim the legislation to allow such a case to be taken? Is it facilitating a planned case? Have there been negotiations with the States in this regard? How will the case be brought? Upon what will it be based, there being no actions taken pursuant to the legislation because it is not proclaimed?
