Senator BOLKUS (Minister for Consumer Affairs)(11.15) —The Government has worked on the basis of a firm belief in the constitutional validity of this legislation, emanating from the outside advice of Sir Maurice Byers and obviously from the belief within government that the legislation would be valid. We have also been encouraged along the way in our deliberations by the firm belief expressed by Senator Hill in the Senate Select Committee on Constitutional and Legal Affairs two years ago. Of course we would not proceed on the basis of Senator Hill's advice, no matter how eminent a lawyer he may be considered to be by some people in the Parliament.
