Senator BOLKUS (Minister for Consumer Affairs)(10.57) —The basic response to the first point Senator Alston raised about the projection of funds and the presumptions he drew thereafter is that it was not a Federal Government decision, but a Ministerial Council decision, to provide the extra funds. The firm advice I am given is that it was a Ministerial Council decision to that effect.

With respect to Senator Alston's second point about legal opinions, I said that there had been a range of opinions. I think I was responding to Senator Short. Unless my recollection is right off target, opinions have been available but I did not tie that down to Government. I talked about it in the context of Senate committees and their deliberations about legal commentators making opinions privately, but more particularly, publicly.
