Senator BOLKUS (Minister for Consumer Affairs)(10.47) —My understanding and recollection of that submission was that without doubting the constitutional validity of a national scheme the Department at that particular time suggested a somewhat split scheme.


Senator Hill —Because of the constitutional doubt.


Senator BOLKUS —No, my understanding does not go to that extent. But my understanding does go to the extent that everyone on that Committee, including Senator Hill, had no real problem with the contention that the Federal Government did have power for a national scheme.
