Senator LEWIS(10.11) —I have acknowledged that the Government is fulfilling an undertaking which a previous Minister, I presume, gave to the Senate Regulations and Ordinances Committee, to bring this Bill before the Parliament. The purpose of doing that is to enable the Parliament to decide. The Parliament is now in the process of deciding whether it will allow the Government to correct these charging faults retrospectively. From the Liberal and National parties' point of view, we are saying to the Government, `The answer is no'. That is not to say that I am accusing the Government of some impropriety in bringing this law before the Parliament. In fact, I am saying, `Thank you. You are giving us the opportunity to express our views in relation to the matter'.
