Senator AULICH(4.52) —A number of issues have been raised which I think Senator Walters may be able to explain to us. Perhaps Senator Walters could give an explanation. For instance, why has she chosen that particular age grouping in clause 5 (1) (d), (e), (f) and (g), knowing that a 15-year-old today is sometimes very difficult to distinguish from an 18-year-old? The difficulties arise in terms of not so much the parents but the video dealers themselves or people who are expected, at some stage, to understand the classification system and particularly understand the logic behind that system. I am not talking about the dealer in the shop. Obviously that is a question further down the line. I am talking about the community understanding why Senator Walters chose to adopt that sort of age classification.
