Senator HILL(12.41) —I have some difficulty in distinguishing between what the Minister has just said and what Senator Macklin has said, except the comments made by the Minister are more complicated. Both the Minister and Senator Macklin are aiming for a fair dealing arrangement, but the Minister is attempting to set a task for the Tribunal of which I have trouble appreciating the detail. I am trying to envisage what tests the Tribunal is to take into account to determine what is a reasonable remuneration. It may be that something obvious has escaped.

Senator Macklin —What right would it have to do that? I find it very odd.
